Cornwall im Jahre 1903: Die junge Gill wird von an der Küste von einem fischartigen Wesen angegriffen und verschleppt. Ihr amerikanischer Freund Ben macht sich mit Hilfe des Künstlers Harold sofort auf die Suche nach ihr und stößt auf den Zugang zu einer geheimnisvollen Unterwasserstadt. Dort lebt eine Schmugglergesellschaft, die offenbar nicht zu altern scheint.
